Armenia intends to become a party to the Oviedo Convention. Deputy minister of health Lena Nanushyan announced this during the debates on the relevant matter at the National Assembly of Armenia on Friday.
This refers to the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine.
According to Nanushyan, this Convention was opened for signature on April 4, 1997 and entered into force on December 1, 1999. Armenia signed it on May 16, 2025.
“It is the only healthcare convention focusing on human rights. The treaty nature of the document obligates the countries that have ratified it to adopt legislation or bring existing domestic legislation into line with the fundamental principles of the Convention. The provisions of the Convention are of a framework nature, and set the main guidelines for the protection of human dignity, rights and freedoms in the field of biomedicine, on the basis of which the most sensitive and vulnerable relations related to human dignity, rights, and freedoms in the field of biomedicine are constantly subject to international legal regulation in the field of biomedicine,” Nanushyan noted.
It is also important to note that the Convention sets minimum requirements guaranteeing the protection of rights in the use of achievements in biology and medicine, which must be ensured by the countries that are parties to the Convention
“The Convention sets rules on matters such as the informed consent of the patient to any medical intervention, the need to maintain medical confidentiality, the prohibition of gaining financial benefit from organ or tissue transplantation, as well as a number of other provisions related to the rights of patients,” added the deputy health minister of Armenia.
