In recent years, digital technologies have become increasingly widespread in both the private and public sectors, but they are not yet used by all the people they are intended for: some simply do not yet know how to use digital tools, while others simply do not trust them.

Teresa Laura Larocchia, manager at Disal Consulting Srl (Italy), told NEWS.am Tech that in European countries, on average, only about 54% of people aged 16 to 70 have basic digital skills. In Italy, this figure is slightly lower - 42%.

Another problem that is widespread in Europe is that many people, as the specialist noted, do not trust modern technologies and digital tools – both in the public and private sectors. For example, many people do not want to pay for utilities online, fearing possible problems in the areas of privacy, security, and so on. For the same reason, some people do not use digital tools created by private businesses.

What problems does the lack of trust in digital technologies among the population lead to?

First, such mistrust hinders the implementation of beneficial innovations such as artificial intelligence, online banking, and e-government services, slowing down social and economic progress.

“When people do not use digital tools from the public or private sector to a sufficient extent, it hinders the growth and development of these sectors,” said Teresa Laura Larocchia.

Mistrust of digital technologies can also exacerbate the digital divide, particularly in underrepresented and marginalized communities. Those who are hesitant or unsure about using technology may fall behind in areas such as digital literacy, online safety, and access to vital services, further isolating them from the benefits that modern technology provides.

Moreover, a reluctance to trust digital systems like AI or data-sharing platforms could hinder the development of smart cities, hamper innovations in health technology, or limit advances in education, where technology now plays a critical role. Without user trust, both companies and governments are less likely to implement solutions that depend on broad digital interactions, from secure online voting systems to personalized healthcare.

Mistrust also increases the risk of misinformation spreading, as people may turn to unregulated, less trusted sources when they don’t trust official or secure digital channels. In cybersecurity, mistrust can leave people vulnerable, as they may ignore important updates, avoid two-factor authentication, or fail to report digital crimes due to a lack of trust in the systems designed to protect them.

How can people's trust in digital technologies be increased?

Teresa Laura Larocchia believes that building trust in digital technologies is vital to realising the full potential of these innovations and to ensuring they are inclusive and safe.

And to achieve an increase in the level of trust, according to the specialist, it is necessary, first of all, through user training, starting from school. Moreover, both the state and private companies should play their role here. The latter should not perceive the introduction of digital tools as an end in itself: any innovations must be properly promoted, explaining to users what new opportunities they receive thanks to these tools and how to use them.
